Texas Property Taxes: The Brutal Truth About New Construction Costs

Texas property taxes can turn a home that looks perfect on paper into a much different monthly payment. Picture a brand-new $550,000 home. You picked the lot, secured builder incentives, and the estimated payment looks great. Then comes the question that matters: does that estimate include every tax, district charge, HOA fee, and assessment tied to that exact property?

That is where things can get real quiet.

A listed tax rate can be completely accurate and still fail to show the full annual cost. One lot may carry a MUD tax. Another phase may sit inside a PID. A home with the same community name, mailing address, and builder may have a totally different tax setup than the one across the street.

We researched five new construction communities across the northeast Austin suburbs to show why Texas property taxes must be evaluated lot by lot. The examples below reflect research current through mid-July 2026, but rates, boundaries, exemptions, and assessments can change. Always verify current information before signing a contract.

How Texas Property Taxes Work for Homebuyers

There is no single statewide property tax rate in Texas. Local entities levy their own rates, and your final bill is the combination of all of them. That means Texas property taxes are driven by two core factors:

  • The property’s taxable value
  • The combined rates charged by every taxing entity attached to the parcel

The county appraisal district determines the appraised value and processes exemptions, but it does not set or collect the taxes. Your appraised value and taxable value may not be the same because exemptions can remove part of the value before certain entities apply their rates.

Then comes the boundary question: who has the right to tax the dirt under this exact house? Depending on the lot, the bill can include taxes from:

  • County government
  • A city, if the property is inside city limits
  • School district
  • Emergency services district
  • Community college district
  • Water control and improvement district
  • Municipal utility district, commonly called a MUD

County and school district taxes are often more consistent across an area. The other layers can change by section, street, phase, or even lot within the same master-planned community. A city name in the mailing address does not guarantee that the home is inside that city’s taxing boundaries. That is especially important when researching property taxes Williamson County Texas and Travis county property Texas costs.

Why MUDs And PIDs Matter

A MUD helps fund infrastructure such as water, sewer, drainage, and roads. Its tax rate is included in the property tax percentage, alongside the county, school, city, and other entity rates.

A PID, or Public Improvement District, is different. A PID can charge a separate annual assessment for improvements such as sidewalks, parks, trails, landscaping, and community amenities. That assessment may not appear in the advertised property tax percentage at all.

That is why a low-looking rate may not tell the whole story. No MUD does not automatically mean no extra district charge. In general, MUD taxes remain part of the property’s ongoing tax structure, while PID assessments commonly have a defined term and may expire after a period such as 30 years. The exact assessment, balance, and duration must be confirmed in writing.

University Heights Texas Property Taxes in Round Rock

University Heights in Round Rock gives us the cleanest baseline. The example was a four-bedroom, three-and-a-half-bath home of more than 3,000 square feet listed around $600,000. It was the highest-priced home in this comparison, yet it carried the lowest verified tax rate.

The verified rate for the specific parcel was about 1.85%. It combined Round Rock, Williamson County, Georgetown ISD, and a small water control and improvement district. Crucially, this parcel did not have a MUD tax.

  • Planning value used: $600,000
  • Estimated annual property tax before exemptions: just over $11,000
  • Estimated monthly property tax before exemptions: about $930
  • Example monthly property tax after school homestead exemption: about $805
  • Monthly HOA: about $45
  • Estimated taxes plus HOA: about $850 monthly

The $140,000 school district homestead exemption used in this example applies only to the school district portion of the bill. You cannot subtract $140,000 from the home value and apply the entire combined rate to the remainder. That would overstate the savings. Still, because the school district portion is commonly the largest line item, the exemption can make a meaningful difference.

University Heights proves the point: a higher purchase price does not automatically mean higher Texas property taxes or a higher overall monthly ownership cost.

Wolf Ranch Texas Property Taxes in Georgetown

Wolf Ranch is a larger Georgetown master-planned community known for pools, trails, and an active lifestyle program. It also demonstrates why one neighborhood does not always mean one tax rate.

One four-bedroom, three-bath example around $540,000 showed a verified rate near 2.47%, including Williamson County MUD No. 29.

  • Estimated annual property tax before exemptions: more than $13,000
  • Estimated monthly tax before exemptions: about $1,100
  • Example monthly tax after homestead exemption: about $988
  • Monthly HOA: about $93
  • Estimated taxes plus HOA: just under $1,100 monthly

That is roughly $250 more per month than the University Heights example, even though the Wolf Ranch home cost less. Over a year, that gap could approach $3,000 before considering insurance, utilities, mortgage terms, or other ownership expenses.

Then the plot thickens. Another active Wolf Ranch listing around $531,000 showed a 2.61% tax rate, while a more expensive home showed 2.4%. Different sections and MUD boundaries can create different tax results inside the same community.

Do not treat a nearby listing or a community-wide estimate as the answer. Start with the exact parcel ID, obtain the appraisal district record, identify every taxing entity, verify current adopted rates, and confirm which MUD serves that specific lot. The legal description, section, block, lot, and recorded plat are far more useful than relying on a mailing address alone.

Grove at Blackhawk Texas Property Taxes in Pflugerville

At The Grove at Blackhawk in Pflugerville, the MUD layer is impossible to overlook. The community has convenient access to shopping, restaurants, and multiple amenity centers, but amenities need to be considered alongside the full monthly cost.

The example was a four-bedroom, three-bath home around $560,000 with a verified tax rate of about 2.67%.

  • Estimated annual property tax before exemptions: about $15,000
  • Estimated monthly tax before exemptions: about $1,250
  • Example monthly tax after homestead exemption: about $1,120
  • Monthly HOA: about $40
  • Estimated taxes plus HOA: about $1,160 monthly

That is roughly $310 more per month than the University Heights example, despite a home price about $40,000 lower. The major driver was Lakeside MUD No. 5, which added 0.97% to the total tax rate. On a $560,000 value, that MUD portion alone was approximately $5,400 per year before exemptions.

A MUD is not automatically a deal breaker. It may fund the infrastructure that supports the neighborhood. But the number needs to be understood before you commit. Ask which MUD serves the lot, what rate it currently charges, and whether the lender’s estimate uses the same district.

Flora Texas Property Taxes in Hutto

Flora in Hutto may look like the value winner at first glance because the example home was just under $425,000. But this parcel carried the highest verified tax rate in the comparison: about 2.97%.

One percentage point sounds small until it is applied to a home value. On a $500,000 property, the University Heights rate would produce an estimated pre-exemption tax bill of about $775 per month. At the Flora rate, that same $500,000 value would produce about $1,250 per month. That is an estimated $475 monthly difference, or roughly $5,700 per year.

Using Flora’s actual example price, the estimated annual taxes before exemptions were about $12,625. After the school district homestead example and HOA were included, the combined estimate was approximately $1,000 per month.

The lower purchase price helps offset the higher rate. It does not erase it. This is why a low sales price, a temporary rate buydown, or a closing-cost credit cannot be the entire decision. Incentives expire. Texas property taxes and assessments remain.

There is also a boundary twist here. The property has a Hutto mailing address, but its verified tax record did not include a City of Hutto property tax. The major tax pieces were the school district and South Fork Ranch MUD. A mailing address tells the post office where to deliver mail, not which jurisdictions can tax the lot.

Lagos Reserve Texas Property Taxes In Manor

Lagos Reserve in Manor is the clearest reminder that a low advertised rate is only the beginning of the conversation. The example was a three-bedroom, three-bath home around $440,000. One listing showed 1.74%, while the builder estimated about 1.82%. Those figures were not necessarily the official adopted rate for every 2026 lot.

For sampled lots in Lagos Austin Phase 1, Section 1, the verified 2025 combined rate was about 1.78%. Those sampled lots did not include City of Manor taxes or a MUD tax.

  • Illustrative value used: $440,000
  • Estimated annual property tax before exemptions: about $7,800
  • Estimated monthly tax before exemptions: about $650
  • Example taxes plus $67 monthly HOA after homestead exemption: about $590 monthly

That sounds like a bargain, but do not assume that number applies to every Lagos Reserve home. The original section sits outside the Travis County Lagos Reserve PID boundary. Later sections, including Lagos Austin Section 2, Phases 1 and 2, are inside the PID boundary. Same community name, potentially different annual cost.

For any Lagos Reserve lot, obtain the legal description, match it to the appraisal district record, verify current adopted rates, review the county PID boundary map and assessment roll, and read the required PID disclosure. Confirm the annual payment, any remaining balance, and whether the lender includes the installment in escrow.

How to Check Texas Property Taxes Before Buying a Home

Before you walk into a model home and fall in love with the countertops, build a full monthly cost comparison for every home you are seriously considering.

  1. Include the mortgage payment, taxes for the exact lot, homeowner’s insurance, HOA dues, and any separate PID assessment.
  2. Keep temporary builder incentives separate from permanent costs.
  3. Ask what property value was used for the lender’s tax estimate.
  4. Request an estimate using the final purchase price as a taxable-value placeholder and the verified rate for the exact lot.
  5. Confirm every tax and assessment included in the estimated payment.
  6. Ask whether a PID installment is included in escrow or paid separately.
  7. If the escrow estimate is lower than your own calculation, consider setting aside the difference.

New construction creates another issue. The current tax record may show only land value or a partially completed home. That first-year tax bill can look wonderfully cheap. The second year, after the completed improvements are assessed, is where the payment can jump.

Ask the lender to calculate the taxes using the completed home value, not just the land or partial construction value. It will not guarantee the appraisal district’s final value, but it provides a safer planning number and can reduce the risk of a major escrow shortage later.

Texas Homestead Exemption and Ways to Lower Property Taxes

Your work is not finished at closing. If the home is your eligible primary residence, apply for the homestead exemption and confirm that it has been approved. Watch for appraisal district notices, tax documents, and filing deadlines.

When the annual appraised value notice arrives, review it. If the value appears incorrect, check the protest deadline and decide whether to file the protest yourself or seek professional help. Review any company’s fees, contract terms, cancellation policy, and authorization carefully before signing up.

We protest our own tax values every year. For us, that is non-negotiable. And if you switch lots, repeat the entire verification process. A new street or phase can change the MUD, PID, city tax, HOA, or separate assessment.

Different phases, lots, MUD boundaries, city limits, and PID boundaries can apply to homes within the same branded community. Verify the exact parcel rather than relying on a nearby listing or a general community rate.

Does a Hutto or Manor mailing address mean I pay city property tax?

No. A mailing address is for postal delivery. Taxing authority depends on the property’s legal boundaries and the entities attached to the exact parcel.

Is a MUD tax the same as a PID assessment?

No. A MUD tax is included in the regular property tax percentage. A PID can be a separate annual assessment that may not appear in the advertised rate or the usual appraisal district taxing-entity list.

Can a homestead exemption reduce every part of my tax bill?

Not necessarily. In the examples above, the school district homestead exemption reduced only the school district portion of the tax bill, not every rate charged on the property.

Final Tips for Buying a Home with Texas Property Taxes in Mind

The list price is the starting point, not the full cost of ownership. Texas property taxes are manageable when you verify the numbers before signing, not after an escrow shortage shows up.

Verify the lot. Verify the documents. Compare the full monthly costs.

That means looking beyond the advertised rate to the taxable value, exact taxing entities, exemptions, MUD status, PID status, HOA dues, insurance, and completed-home tax estimate. Do that, and you will be in a much better position to decide whether a community is truly the right fit for your budget.
